Powers and Functions of the Officers

Director

The Director is the Head of Department, and exercises all the powers of the Head of Department. She/He distributes the work to the Directing Staff and nominates Course Coordinators/Associate Course Coordinators/ Counsellors/Alternate Counsellors. The performance of the Probationers of various courses, i.e. Foundation Course, Professional Course, Phase I & II is assessed by her/him. The Director identifies the officers from the All-India and Central Services, Group `A' and recommends their names to the Government for appointment as Deputy Directors. He is the appointing authority of the Group `B' in some promotional posts and all posts of non-gazetted Group `B'. The Director is the reviewing authority of the Annual Confidential Reports of the faculty.

For ad-hoc appointment of Faculty, there is a committee headed by the Director, with Joint Director of the Academy and the Joint Secretary (Training), Department of Personnel & Training, as the members.

Joint Director

The Joint Director helps and assists the Director in all training and administrative responsibilities of the Director. All Training Programmes, Conferences, Workshops, etc., are planned and supervised by her/him and by the Director. She/He supervises all administrative and financial matters of the Academy.

She/He is the Chairman of the (i) Library Review and Development Committee (ii) Publication Cell (iii) Some Centers, and (iv) Senior Departmental Promotion Committee of Group `B' & `C'. She/He is reporting Officer for the purpose of PAR in respect of Faculty and Reviewing Authority for ACRs of other officers.

Deputy Director (Sr.) In-charge Administration Section

One of the Deputy Directors (Sr.) is designated as In-charge Administration by the Director from amongst the Deputy Directors. He/She functions as the Head of the Office of the LBSNAA. He/She is responsible for selection and appointment of the Group `C' and `D' staff. He/She is responsible for attendance, regularity, punctuality, conduct and discipline among the staff. He/She also looks after the retirement and pensionery benefits of the retired employees of the Academy. He/She sanctions overtime allowance, honorarium, festival advance, GPF advance, etc. to the employees. He/She is the sanctioning authority of leave, promotion, grant of increment, of all staff of Group C, & D. He/She is designated as the Appellate Authority, under the Right to Information Act. He/She is in-charge of the Records of the Academy including service records of the staff.

Deputy Director In-charge Administration looks after joining and relieving of officer-trainees, conduct of elections of various clubs and societies of the probationers. All correspondence with the State and Central Governments/ Departments relating to the service and discipline matters of the officer-trainees are routed through him.

Deputy Director In-charge Accounts Section

Deputy Director In-charge of Accounts Section acts as the controlling officer of the TA and Medical reimbursement. Being over all in-charge of accounts branch he/she is responsible for payment of special pay/TA advance to officer-trainees, and recovery of special pay advance, etc. from the State Governments / Departments. The Accounts In-charge is responsible for preparation of plan and non-plan budget for the Academy and also responsible for maintenance of all types of records of accounts and payment to the officers and employees of the Academy and outside agencies. Accounts In-charge has also been designated as the Internal Financial Advisor of the Academy.

Deputy Director In-charge of Training, Research & Publication Cell

The Director nominates one of the Deputy Director as the Incharge Training Research & Publication Cell. This Section is responsible for the training and development of skills of its faculty and staff. It also convenes workshops, conferences and other programmes from time to time assigned by the Government. TRPC is the repository of the important documents, reports, recommendations of the various committees of the Government formed to go into the various aspects of the training of its All-India and Central Services, Group `A' Officers. In-charge TRPC is also responsible for production of its Training Calendar and Annual Reports of the LBSNAA, in consultation with the Academic Council, Joint Director and Director.
The Academy also houses a Publication Cell. In-charge Publication Cell is responsible for the editing, printing and publishing of the Academy Journal `The Administrator', which is a quarterly journal. It's a priced publication. Articles for publication in this Journal are approved by the Editorial Board.

Deputy Director In-charge Estates and Supply & Services

One of the Deputy Directors or a senior officer is nominated as the In-charge of Estates and Supply and Services Sections of the Academy. The S&S Incharge looks after all the purchases, including calling of tenders, etc. for the Academy and maintenance of the buildings through CPWD Unit. The other responsibilities of the Section include:-

  1. allotment of hostel accommodation to the officer-trainees and allotment of office and residential accommodation to the officers and staff of the Academy;
  2. deployment of Group `D' staff and engagement of casual/contract labour;
  3. maintenance of Stores and issue of liveries, stationery, furniture items, etc. to the officers and staff of the Academy;
  4. maintenance and upkeep of the guest houses and reception;
  5. maintenance and upkeep of office rooms, residential buildings and other compounds of the Academy, including deploying personnel for cleanliness and on watch and ward duties;
  6. issue of entry passes to the service-providers to the officer-trainees, like dhobies, shoe-makers, tailors, etc.
  7. correspondence with the local authorities, viz. City Board, Jal Sansthan, Electricity Boards, etc.; and
  8. maintenance of the electric and water installations of the Academy.

Deputy Director In-charge Dispensary

The Deputy Director Incharge looks after all the purchases of medicines, including calling of tenders for medicines and supervises the over-all functioning of the Dispensary.

Deputy Director In-charge of Protocol Section

Protocol Section is entrusted with the responsibility of deployment and maintenance of Academy's fleet of vehicles. It looks after the reservation of accommodation in Guest Houses and reservation of rail/air tickets of guest and faculty of the Academy.

Deputy Director Incharge E & C Section

Incharge E & C is responsible for maintenance of all electronics gadgets, audio/video, LCD/Slide Projection and PA Systems, functioning of EPABX Telephone Exchange of the Academy and Intercom system of the Academy.

Reprographic Section

Reprographic Section In-charge is responsible for the in-house printing unit of the Academy and production of printed material for the large number of courses, conferences and workshops held round the year in the Academy.

Deputy Director In-charge Library

One of the Faculty Members is nominated as the In-charge of the Academy Library, who is responsible for the maintenance of Library, purchase of books, journals, periodicals, magazines, newspapers and acquiring of manuals/ reports/recommendations/gazetteers/budgets, etc. from the Government of India, Central and State Governments Departments and other agencies. Day-to-day management and administration of the Library is done under his/her supervision subject to the over all guidance from the Joint Director, the Director and the ACM.

Deputy Director In-charge Raj Bhasha

He/She is also nominated by the Director as the Coordinator of Raj Bhasha Section of the Academy. Raj Bhasha Section is responsible for the implementation of Government's policy in regard to the official language.

Assistant Director (Administration)

All work relating to Administration in the Academy including personnel and HR matters relating to the Officer Trainees and the Employees of the academy under the overall supervision of the supervising JD/DD, which will inter-alia include:

  1. All work relating to appointment of Directorial Staff and their service matters
  2. All work relating to regular and ad-hoc appointment of Teaching Faculty including Professors and Readers.
  3. All work relating to Service matters of Officer Trainees which the Academy is required to perform while they are at the Academy.
  4. All work relating to Appointment, Transfers, promotions etc. of Group 'A', 'B' and 'C employees of the academy, including maintenance of discipline.
  5. Laying down of Standard Operating Procedures for various sections of the Academy and monitoring of compliance.
  6. All work as Secretary, Central Government Employees Coordination Committee, Mussoorie
  7. In addition to the above, the Assistant Director will also be expected to perform duties as Associate Course Coordinator (ACC) for various training programme. As an ACC he/she will be a part of the course team and will discharge responsibilities assigned by the Course Coordinator.
  8. Such other work as may be specifically assigned by the Deputy Director/Joint Director/Director.

Assistant Director (Operations)

All work relating to planning, supervision and monitoring of new works undertaken by the CPWD in the academy, maintenance of all residential and non-residential buildings of the academy, protocol and security matters and procurement of goods and services under the overall supervision of the Joint / Deputy Director. The key responsibilities inter-alia include:

  1.   2. Matters relating to and coordination with CPWD (Civil, Electrical & Horticulture Wings) for all new works and maintenance of and repair of existing buildings. This will include preparing plans for new works, preparation of Master Plan, hiring of architecture services, and supervision of works.
  3. Maintenance and operations of all teaching, hostels and guest house facilities. This will include administration of outsourcing contracts and monitoring of their implementation on a day to day basis.
  4. Acquisition, requisition, leasing of land and buildings
  5. Budgetary and Accounts matters of these sections including parliament/RTI Questions, Court cases etc.
  6. Purchase, maintenance and disposal of condemned stores, including furniture and furnishings, various office equipments and purchase related to Riding Establishment
  7. Protocol/security matters including organizing VVIP/VIP visits.
  8. In addition to the above, the Assistant Director will also be expected to perform duties as Associate Course Coordinator (ACC) for various training programme. As an ACC he/she will be a part of the course team and will discharge responsibilities assigned by the Course Coordinator.
  9. Such other work as may be specifically assigned by the Deputy Director/Joint Director/Director.

Assistant Director (TRPC)

  1. To identify the gaps in Training. 
  2. Collaboration with Institution of mutual interest.
  3. Publication of Training Calendar.
  4. Publication of Annual Report of LBSNAA.
  5. Items of general nature of Training and also to act as a coordinator of the existing Training Induction, Training MCTP & TRPC.
  6. Issue related to development of skill among Faculty and Staff in LBSNAA.
