Objectives and Functions

Capacity Building

  • Provide training regarding the Administration of the RFCTLARR Act, 2013 and matters relating to acquisition of land.
  • Enhance the capacity of land administration professionals through training programs, workshops, and seminars.
  • Providing hands-on training for digitization and geo-referencing using open-source GIS software to local revenue functionaries.
  • Conducting high-quality training in Land Surveying, Computerization of RoRs, and Digitization of Cadastral Maps.

 

Research

  • Monitor and evaluate the impact of land governance reforms and initiatives.
  • Conducting impact and evaluation studies on various parameters of land governance.
  • Conduct research on best practices and innovative solutions in land administration and management.
  • Compiling and documenting best practices/innovative initiatives of various States/UTs.
  • Studying various acts of State Government related to urban and rural land records and titling.

 

Policy Aspects

  • Contribute to strengthening and streamlining processes towards land tenure security, land reforms, land records digitization, consolidation of holding and the resolution of land disputes.
  • Support standardization of various parameters related to Land Parcels.
  • Provide support in legal matters like the study of various acts and suggestions for amendments related to land and registration processes.
  • Advocate for policy reforms aimed at improving transparency, accountability, and efficiency in land administration systems.
  • Supporting various activities of DILRMP and NAKSHA
  • Assisting in formulating various standards related to land parcels.
  • Supporting creative and innovative proposals related to Land Administration, Management or Governance.

 

Technical Support and Consultancy

  • Provide technical advice and support to State governments and policy makers.
  • Provide assistance in survey/re-survey activities using advanced technologies.
  • Provide assistance and support in the implementation of innovative initiatives.
  • Provide support for having an efficient system for collection of rents, transfer and alienation of land, land improvement and agricultural loans.
  • Provide technical assistance to other countries in the implementation of land governance reforms and initiatives.
  • Support efficient land use planning and management.
  • Preparing and updating the glossary of various terms in different States/UTs.

 

Knowledge management

  • Establish a knowledge management system for sharing information, best practices, and lessons learned.
  • Provide guidance for recovery of claims in a State in respect of taxes and other public demands, including arrears of land revenue.
  • Build partnerships and networks with other institutions, government agencies, and stakeholders.
  • Establishing a sound new institutional base for executing the programmes/projects.
  • Creating a network of nearby institutes for capacity building and mentoring support.
  • Fostering relations across countries, between governments, workers, chambers of commerce, academia, industry and other industrial associations.
