Premkumar VR has a First class with Distinction, Bachelor’s of Engineering in Electronics and Communication from Anna University. He joined the Indian Administrative Service in year 2014 and was allotted to Kerala Cadre. Before joining the Academy as Deputy Director on 8th November, 2025, he served as Managing Director in Kerala Water Authority, Government of Kerala.
He had accrued diverse experience in the varied posts that he had held viz. District Collector, Mallapuram, ADM – Sabarimala and Special officer-Sabarimala, Sub-Collector Devikulam in Idukki District and Sub-Collector Mananthavady in Wayand district. He had also served (as Head of the departments) such as Director of Employment & Training, Social Justice Department, Survey and Land Records Department, Industries and Commerce Department, Higher Secondary Education Department. He also served as Additional CEO & Deputy CEO during the HPC 2024 and legislative election 2021 respectively.
During his tenure as District Collector of Malappuram the district achieved major milestones, including first place in plan expenditure & scheme implementation for 2022-23, pioneering the implementation of E-pattayam (online land title), topping the state in file disposal through adalaths, and becoming the fully e-governed district with complete E-office implementation till village office level.
Shri Premkumar’s awards and appreciations includes receiving Hon’ble CM’s rolling trophy for Armed Forces flag day, appreciation from Revenue and Disaster management department for the work done during Covid pandemic, appreciation from Hon’ble High Court of Kerala for work done during the Sabarimala pilgrimage season and appreciation from District Collector for the disaster management related works done during Kerala floods in year 2018.
The major innovative convergence projects implemented in the district during his tenure are Special programme to bridge the learning -gap happened due to the Covid pandemic among school children in all the government schools, Comprehensive cancer and life style diseases control programme, Employment registration Camps of Panchayat level, Digital Literacy for the SHG Members of Kudumbasree, Heart-Basic Life Support awareness, Market interface for the products prepared by SHG’s and Comprehensive grievance redressal in LWE affected Tribal colonies.
In addition to his professional accomplishments, Shri Premkumar is passionate about yoga and meditation.
